Make aws_security_group and aws_security_group_rule in config.
Apply so they create.
Hit AWS Console or CLI and delete the SG rule.
Expected behavior:
The next terraform plan sees the rule is gone and wants to create it.
Current behavior:
Plan fails with:
Error refreshing state: 1 error(s) occurred
* aws_security_group_rule.foo: [WARN] No ingress rules were found for Security Group (foo) looking for Security Group Rule (sgrule-123456)
