The front page of hackage is completely static, which means that regular users will not get a dopamine release when visiting.

At a minimum:

• The top 10 newest releases
• The top 10 newest "popular" releases
• Some random reddit news story from /r/haskell

Should be present.

We can auto-gen (in js) newest by pulling in the recent rss, but not sure how to auto-gen popular without adding a new feed somewhere...
