Configurable keymap ordering. #7216

  1. Rework keymap order handling and config merging. 

    Makes it possible to declare the order in the config file. User order
takes precedence over pre-defined.

Rework brought up a failure in the tests do assert that "C-w" and
"space-w" menus are the same, because the weren't.
