Dissemination: Router connects to consenter delivery service and consumes config block from decision

The router should connect to the consenter delivery service and consume decisions, it should extract the config block when it arrives (and save it to the config-store #200 ).
A decision with a config in it should be marked such that the router will not have to sift through every available block.
