I got latest 32 bit mpv to run on windows 7 sp1. First get one version before latest vxkex, then download pale moon browser. from pale moon browser install folder copy all dll files starting with api-ms-win to mpv folder.
And x86-64 versions never worked for my old cpu, better use -i686 build
