Expand the Scale to allow values < 1

When Static Scale is turned on, the buttons are tad bigger for me. I saw that the HUD Scale bar affects the size even with Static Scale turned on, so I thought why not to allow values between 0.2 and 1 to be able to set them gently smaller than the minimum possible now with Static Scale on.
