Subject: [PATCH] CI-1658: Bump theatre version

- Bumped go version to 1.19
- Bumped kubernetes dependencies to 1.25
- Upgraded controller-runtime to v0.13.1
- Upgraded controller-gen to v0.10.0
- theatre is no longer compatible with clusters that run k8s < 1.22.0
