docs: updates for 0.13.2 (#1681)

* docs: changelog update for 0.13.1

* docs: readme version bump

* Add manual check info; npm build -> npm run-script build

* Bump to 0.13.2, add changelog to release tasks

* Make changelog consistent with release notes circa 0.13.2

* docs: protocol handler test scenario
