The RPKI and scope filter validators and related processes, and even documentation, have a lot in common. There's very likely to be opportunities for reusing shared components in code and docs. Might have prevented #525 being missed when doing #516, or prevented #524.

Related but perhaps separate: the mirror scheduler is used for RPKI and scope filter too, but those aren't really mirrors, so it doesn't fit as neat as it could. Some refactoring could be helpful.
