Replace the Istio Code of Conduct with a link to the CNCF Code of Conduct, per today's Steering Committee meeting and Both documents are adapted from the Contributor Covenant version 2.0 and as such the expectations on the community do not change. The substantive change is that the Istio project will no longer maintain a Code of Conduct Committee, but instead will delegate this responsibility to the CNCF.
