Compiling shaders on Engine Startup #1

Should we be compiling shaders on engine startup? Or should we compile only a basic subset of shaders (because it's faster), which would allow a user to see a menu (or maybe a splash screen for loading), and have the code that is using the library explicitly call a 'load shaders' method?
