These samplers pass the current MCMC tests (which just require sampling from a 1d gaussian), but do poorly enough on actual problems that there is probably a bug somewhere. I *think* this is a blackjax problem, but exposing these methods may help track down where the problem is. PiperOrigin-RevId: 595794770

Add meads and chees samplers from blackjax.
These samplers pass the current MCMC tests (which just require sampling from a 1d gaussian), but do poorly enough on actual problems that there is probably a bug somewhere. I think this is a blackjax problem, but exposing these methods may help track down where the problem is.
