Prepare e2e tests for all frameworks

Umbrella issue: #1318

1. We lack of enough examples for testing. https://github.com/kubeflow/tf-operator/tree/all-in-one-operator/examples. It's better to move all previous examples to this project if any is missing.

2. We need to enable tests against new operator. While, we should keep original argo workflow. This help us make sure both the old controller and new operator pass same set of the tests

The challenge is we can not make it in the same cluster due to conflicts CRD. We can either create serialized tests or using two workflows (adding a new prow job).
