This PR:

  • Prunes inactive maintainers from OWNERS and OWNERS_ALIASES
  • Adds @heckj to OWNERS_ALIASES

This PR also requires manual repo maintenance:

  • Remove pruned maintainers from the SIG Docs Maintainers repo team (@zacharysarah)
