to differentiate 'bounty' from 'consultation services' tags and make clear what is/was what.

bounty : should/could be funded/compensated by interests of vendors
consultation services: agreed work to be done to be paid upon proof of work, contractual, results in merged PR.
grant: similar to consultation services, but grant application related per my own priorities. Current/past/future grant application related.

TODO

add new 'grant' label
review past issues/pr tagged bounty, replace with grant where applicable
