Issue Type: Feature Request

Right click file from workspace. Click download file. VS Code turned into a default path C:.
how can i set download path when download file from workspace? please.

VS Code version: Code 1.55.2 (3c4e3df, 2021-04-13T09:35:57.887Z)
OS version: Windows_NT x64 6.1.7601
Remote OS version: Linux x64 4.15.0-142-generic
