Update 'How to Contribute' pages

• We need a specific "How To Contribute to Monarch Resources" page on mi.org
  • Linkouts to all foundational projects, all Monarch projects, and their pages on 'how to capture contributions'.
  • E.g., for the KG, we could have a link to documentation that points users to the Cookie Cutter to generate Biolink-adherent files. On the other hand, for Mondo, we redirect users to the 'how to contribute to the ontology' page.
  • This will cover ChrisM's requests on this ticket (now obsolete).
