Link to access group wiki page goes nowhere #633

Describe the bug
The link to the Access Groups wiki page in the access group info popup doesn't work

To Reproduce
Steps to reproduce the behavior:

Go to https://people.mozilla.org/a/webrender-ci/
Click on info icon next to the "ACCESS GROUP" text in the top-left box
Click on the link to the wiki page
URL changes to have a # at the end, but nothing else happens

Expected behavior
Browser navigates to a wiki page

Desktop (please complete the following information):

OS: macOS
Browser: Firefox
Version: Beta 83
