Opening criteria / issuer links in new window from modal

Hi there

I can see a couple of previous issue threads relating to this but this does not appear to be resolved.

When a user is issuing a badge to their backpack from my application, the links to criteria and issuer open within the modal and not in a new window. When this happens they are unable to close the modal. Really they need to have a target="_blank" attribute.

I am pointing to https://backpack.openbadges.org when issuing the badge.
