feat: make deploy command bundle edge functions

Summary

• Fixes https://github.com/netlify/pillar-runtime/issues/299

• Bundles edge functions whenever ntl deploy is called without the --build flag to ensure file changes reflect.
• Needs this netlify/build PR merged first: feat: export function to bundle edge functions build#4271
