[Feature Request]: Change "Allow username autocompletion..." to a "user" setting rather than an "admin" setting #12094

First off: I really love this project and thanks for all the hard work.

Now I would like to suggest a new feature or a change request:

I would love to see an opt-in feature for users to decide for themselves whether or not they want to be discoverable through auto-completion. With respect to freedom and privacy, to me it sounds more logical to make this a user setting rather than an overall admin setting.

Also other reason come to mind. For example, I use multiple accounts on my nextcloud instance but only one of them participates in social activities. It wouldn't be useful to have these other non-social accounts pop-up in say the Talk App (user discoverabilly of which is also regulated by the "autocompletion" option in the admin settings).

Is this likely to be implemented in future releases?

GitMate.io thinks possibly related issues are #3277 ([feature] Allow admin users to monitor quota usage of every users), #10333 (Admin can not change user password), #1261 (force password change for all users by admin), #3777 (Change of user passwords by admin fails), and #1027 (Allow admin to view used quota for all users).
