Just like wind and pressure forcing from the track we'd like to be able to parameterize precipitation as well. This will then help us perturb rainfall in ensembles.

As @saeed-moghimi-noaa suggested I'm creating this ticket for future development plan. @FariborzDaneshvar-NOAA will likely be involved with this implementation. But in any case this is just a placeholder.
