Noto Nastaliq: U+FBB0 Arabic letter YEH BARREE WITH HAMZA ABOVE

On OSX 10.11 (Beta) this letter is not functioning. Instead, it is displayed as Arial type font and can't join other Nastaliq letters.

Excuse me for delay. I need it obviously for typing the sexuence "YEH BARREE"+ "HAMZA ABOVE" which is needed for several words, eg. grape wine=mai-e-aNguur مۓ ان٘گُور. It's essential for Urdu.

So you need U+06D3 which is present in the font: مۓ ان٘گُور. U+FBB0 is not what you think it is.
