Can we send automatic e-mail, when link is broken to the contact of the property?

At the moment with the current architecture it is not so ideal though, I can discuss with @peepkungas about how to approach this.

Let's check with developers of the new portal whether there will some support for handling the broken links issues or programmatically notifying the publishers.
