Problem to Solve

Were seeing the following errors sporadically on omega and staging.

[archive02  ] failed to process message                | err=error adding vote height=4418991 module=consensus msg_type=*consensus.VoteMessage peer=cbde26547252857542943c35a6ccade8db7f77cc round=0

This point to issues inside CometBFT while parsing VEs.

Proposed Solution

Add debug logging and identify the issue and fix.
