Subject: [PATCH] chore: bump VERSION to 0.19.1-dev (#1197)

Update OCM Version to 0.19.1-dev

This makes sure that the branch contains the next valid version.


This is a patch bump, intended to allow creation of the next patch
release without manually incrementing the VERSION.
