Describe the Bug

LOD/Mipmaps textures of water pop in and out of low and high detail more abruptly at lower resolutions

How To Reproduce

Open the game and set Game Resolution to a lower setting

Does this problem occur on original hardware or PCSX2?

Yes, it's unique to OpenGOAL

Expected Behavior

switching between low and high detail mipmaps/LOD textures should be gradual even at lower resolutions (Screenshot from PS2 version)
