[chloggen] accept config to be an absolute path

Bug Description

chloggen config parameter is always evaluated as a relative path to current pwd.

Steps To Reproduce

chloggen update --config /Users/atoulme/w/opentelemetry-collector-contrib/.chloggen/config.yaml --version  --component exporter/elasticsearch

Gives

FAIL: Could not load config file: open /Users/atoulme/w/opentelemetry-collector-contrib/exporter/elasticsearchexporter/Users/atoulme/w/opentelemetry-collector-contrib/.chloggen/config.yaml: no such file or directory

Expected Behavior

No issues
