Add virt.pool_deleted state #184

What does this PR do?

The new virt.pool_deleted state takes care of removing a virtual storage
pool and optionally the contained volumes.

Backport of saltstack/salt#55200

Tests written?

Yes

upstream has been merged. @meaksh @brejoc could you merge this one? I double checked that it was still in sync with upstream
