Is your feature request related to a problem? Please describe

Coming from PR #11910, separating out the transport protocol logic which is part of #11910

This change adds support to make it easier to handle multiple transport protocols.

Describe the solution you'd like

The change is already merged and backported to 2.14

Additional context

This issue is created as a part of META Protobuf for Search API. It is meant to go out in 2.14 while the remainder is targeted for a subsequent release.
