This PR implements the languageOptions.parser property on the context object for plugins. The parser object exposes metadata about the oxc parser including its name, version, visitor keys, syntax types, and supported ECMAScript versions. The parse function is included but throws an error as it's not yet implemented.

Implement `context.languageOptions.parser`. The `parse` function currently throws an "unimplemented" error, but it's still useful to have the other properties available to plugins.
