  6. Pedantically use PGRX_HOME with quoting 

    Stop pretending ~/.pgrx is always PGRX_HOME or is "overridden".
When referring to PGRX_HOME the variable, use quoting, as is good form for
handling shell variables, lest people do weird things with sloppy copies.
