Support for Gen 4 "Cute Charm Able" tag

Tags for each pokemon should be given if it is obtainable shiny via the cute charm method.
Example: Starters have the tag as FALSE, while a Pokemon like bidoof is set to TRUE
This also includes pokemon that are obtainable shiny via cute charm but their evolutions are not. The evolution would have the tag set as FALSE but still be noted as obtainable since a preevolution is obtainable. This can be dictated similar to how catch information displays as "evolve from x".
