Description
update version of scorecard workflow - the previous version contained an unsupported version of Github action relying on node 16. https://github.blog/changelog/2023-09-22-github-actions-transitioning-from-node-16-to-node-20/
imported newer version of scorecard.yml from https://github.com/ossf/scorecard/blob/main/.github/workflows/scorecard-analysis.yml
