Silence 404 errors during signature sync

Signatures are often synced from a sigstore.
Signatures are indexed, signature-1, signature-2, ..., signature-N.
It is not known upfront how many signatures are there, and the only way to know is to continue incrementing the index and downloading until hitting HTTP 404.
Such logs can be confusing to a user, they should be silenced.
