The issue
One of the important tell-tell tests was failing for windows/python 3.7 and I finally tracked down the exact change that caused it.
The fix
I realized that pip encountered a similar issue with the default TemporaryDirectory class from tempfile and already had there only TempDirectory class that works nicely for this use case.
