Check apps on startup to prevent faulty cleanup on force shutdown

Make sure all app instances (containers) are stopped and db is updated properly οn boot.
On Startup, there must not be applications running. If applications can run without the App Manager provisioning, it is pretty much sure it will lose control of the states and lead to undesired faulty states.
