...or at least I don't find them. These are: CARGO_TARGET_{TRIPLE}_{LINKER, RUNNER, ...}.

There is a blanket statement that (most) config values are available via environment variables (here and here). It could list all of the environment variables, but it would be a pretty long list, and would essentially duplicate the list of config settings.
