It is incorrect to disable the install target, just make the libraries set to 
nodist, thus enabling redistribution with a listing of provisos.  

imho there is no real tech-limitation to preventing the creation of a library, 
only a perceived one, but I'm not going to fight that battle. 

I've attached a patch to the auto-goo which allows this, see 
https://bugzilla.redhat.com/show_bug.cgi?id=988991 for more details.
