Support to restrict the version of debian package installed by apt

Description

Currently, we only support to restrict the version of the debian package installed by apt-get, see https://github.com/Azure/sonic-buildimage/blob/master/src/sonic-build-hooks/hooks/apt-get.
We should add a new hook command for apt.
