FLASH/MASH pipeline updated 2021

FLASH pipeline has been updated to use the new cov_flash function available now from mashr which is updated to the latest 0.2.45. This version also fixed a performance bug when computing posteriors. The docker file and image are also updated to be in sync with the change.
