Invalid Estimated Gas #156

Gas calculated by EstimateGas functions such as cosmjs deviates from the actual gas used.
Even 2x is less, and tx will pass by 3x or more.

Changes need to be made so that the correct gas usage can be estimated. Probably related to AnteHadler after PR #149 & #150.
