What kind of change does this PR introduce?
Adds secret key to local docker, matching behavior tweak to local helper.
What is the current behavior?
Failing tests due to env not set, this adds setting the secret on the docker image + adds the same secret to the tests if one not set
Additional context
Down to two failures, TestILikeFilter and TestEnums. Not familiar enough with how linq works to follow what's going on, but the test failures are clearer now I think
