Still incompatible with Rider 2020.3, I'm assuming the plugin is no longer maintained.

For those who ended up here from a Google search, the only option you have to regain control of your IDE (since you can't even open the Settings panel) is to manually delete the %appdata%\JetBrains\Rider2020.3\plugins\lua folder.

The workaround is also being worked on in Rider; see RIDER-51905 for details.

While compatible version is not published, you could remove log.xml file from Lua plugin folder:
for toolbox version, file is located here:
%appdata%\Local\JetBrains\Toolbox\apps\Rider\YOUR_CHANNEL\YOUR_VERSION.plugins\Lua
for installer:
%appdata%\JetBrains\Rider2020.3\plugins\lua
