Hi @dppanteon!

I don't believe babel-loader needs to be updated for this. Their "fix" was just bumping their yarn.lock, which doesn't affect anyone who uses that library. However, we're super overdue for upgrading to babel-loader 9 anyway, so the PR makes sense :)
