Can't complete quest "Messenger to Stormwind"

Current behavior:
It is not possible to give General Marcus Jonathan Magistrate Solomon's letter because there is no question mark above Jonathan's head.

Expected behavior:
General Marcus Jonathan should have a question mark above his head and should allow the quest to be completed.

Steps to reproduce the problem:
Get Magistrate Solomon's letter and go to Stormwind and try to turn the quest in.

1，the "question mark" was just only made by extral Addons' releated , not 100% to make sure the root case given by core or DB its owned .

2，suggest you to check related DB of quest and creature flags .
