Apply new syntax to include UI static files, upgrade to go v1.18

What was changed

• applies new go:embed all:pattern syntax to automatically include UI static files, including the ones that start with . and _ . See https://go-review.googlesource.com/c/go/+/359413/
• upgrades to golang v1.18.

Note: golang v1.18 is currently in beta 1

Why?

Allows to automate updating the UI files instead of manually as here
