Support for unicode file paths

Reported via User Voice: "The node.js site doesn't work in WebMatrix 2 when the path is "C:\Users\Владимир\Documents\My Web Sites\Empty Site" but the same site works perfectly when we're running it from c:\temp\Empty Site"
