Allow data overrides

There are times when static data contains error or is missing
information. This allows a YAML file to be placed at the root of the
application to update the data after the import runs.

Example

```lang=yaml
- class: "Route"
  where:
    route_gid: "90"
  update:
    route_type: "3"

```
