Description

Dependbot updates for Cypress, Axe-Core and USWDS versions

Closes out: #1100, #1078, #1118 and #1129

Deployment and testing

Post-deploy steps

cd into both testing and votegov folders and run npm i

QA/Testing instructions

1. While in the testing folder run npm run cy:frontEnd, npm run cy:backEnd and npm run cy:axe and verify that test are passing and running with no issues
2. While in votegov run npm run build and visit the site locally and spot check to ensure there are no regressions. Also check the NVRF for any regressions (note that one of the updates that might impact is to the step indicator)
